Wouter was born and raised in Windhoek, Namibia. He completed his school education at Windhoek High School, matriculating in 1998.

Wouter studied at the University of Stellenbosch and received his degree in Dentistry B.Ch.D. in 2003. He then completed a Post-Graduate Diploma in Dentistry (PDD) in Implantology (Cum Laude) in 2005.

 Wouter started his dental career with his community service at SAMHS 8 Sai in Upington in 2004, and joined Integrated Dental Holdings in Swakopmund in 2005
